Russia Withdraws Ambassador from London Amid Diplomatic Row

The withdrawal leaves Russia's senior diplomatic presence in London vacant at a moment of heightened sensitivity over Moscow's posture toward Kyiv, where the war in Ukraine continues to shape European security debates.

Russia's ambassador in London, Andrei Kelin, had become a familiar figure at the Foreign Office during a period in which the United Kingdom was among Ukraine's most vocal Western backers. His recall removes a channel that, even when frosty, had been used to relay formal positions and protests between the two governments.

Diplomatic Channels Narrow

Diplomatic analysts cited in British media said the move fits a familiar Russian pattern: recall the envoy, let the absence generate headlines, and later return the ambassador once a political message has been delivered. The timing, days after a fresh round of commentary in London about sanctions enforcement, appeared intended to amplify the rebuke.

The recall does not formally downgrade the bilateral relationship to the level of persona non grata expulsions seen in 2022 and 2023. Russia retains a chargé d'affaires and a reduced diplomatic staff at its London embassy, enough to maintain consular services but not enough to conduct routine high-level negotiations.

Moscow has framed the wider dispute as a question of British posture toward Ukraine. The United Kingdom has supplied Kyiv with military equipment, training, and intelligence support since the start of the war, positions that the Kremlin has consistently described as provocative and outside London's security remit.

Wider Stakes: The War in Ukraine

In London, parliamentary reaction was muted on Sunday evening, with opposition and government figures alike likely to consult the Foreign Office before issuing statements. The Foreign Office said it was "aware of the reports" but declined to confirm any planned response, a stance consistent with the standard practice of not amplifying an adversary's signal.

The Sunday Times also reported that the British government had not signalled any intent to expel Russia's chargé d'affaires in retaliation. Such a step, if taken, would mark a further escalation and would leave Moscow and London without resident senior diplomats on either side, a near-total rupture in formal channels.

The withdrawal underscores how the wider war in Ukraine continues to strain Russia's relations with European capitals well beyond Kyiv's immediate neighbourhood. Even governments that have sought selective engagement with Moscow, including on issues such as nuclear risk reduction and prisoner exchanges, find their bilateral ties repeatedly tested by disagreements over the conflict.

What Comes Next

For now, the practical effect on daily diplomacy is limited: the British embassy in Moscow, which has operated with reduced staffing for years, continues to handle consular cases and to relay positions on the conflict. The symbolic effect, however, is harder to dismiss, with one of Europe's oldest diplomatic relationships registering its sharpest public rebuke in months.

Kelin's eventual return, if and when it happens, is likely to depend on whether London adjusts any of the policies Moscow has singled out for criticism. Until then, the ambassador's chair in London will remain conspicuously empty, and the channel between the two capitals will operate at a lower temperature than at any point since the early phases of the Ukraine conflict.
