Schwesig rejects linking retirement age to life expectancy

What the Commission has proposed

Specifically, Schwesig rejects the plans to abolish penalty-free early retirement after 45 contribution years. She had already previously spoken out against a one-to-one implementation of the pension package. The criticism is also directed at the gradual increase in the retirement age in line with rising life expectancy envisaged in the Commission's proposal.

Under the Commission's model, an additional year of life expectancy is to result in eight months of longer working time and four months of longer pension receipt. Based on current projections, the retirement age would rise by half a year to 67.5 years by 2041. The linkage is intended to curb the projected rise in contribution rates and stabilize the pension level.

Conflict with the federal government

The federal government of CDU and SPD wants to implement the Commission's extensive recommendations largely one-to-one. Federal Chancellor Friedrich Merz (CDU) and Federal Labor Minister Bärbel Bas (SPD) had announced that they did not intend to "totzureden" the overall concept. Schwesig thus contradicts the line of her own federal party and the government.

Schwesig pointed out that SPD party chair Lars Klingbeil himself had only a few weeks ago proposed aligning pensions with contribution years. "Und ich halte es für richtig, nach Beitragsjahren zu gehen," she said. She is evidently seeking backing from within her own party for her dissenting position.

In addition to the contribution years issue, Schwesig also demands that civil servants be included in the statutory pension insurance system. "Bei Beamten ist man viel zu schwach noch im Kommissionsvorschlag," she criticized. She expressly spoke out in favor of more people paying into the system. The Commission had already proposed including previously uninsured self-employed persons and politicians in the pension insurance system in order to co-finance early retirement.

Election campaign in Mecklenburg-Vorpommern

Schwesig also pointed to regional differences: "Im Osten sinkt übrigens leider die Lebenserwartung, anders als im Westen." A uniform increase in the retirement age based on life expectancy would therefore hit insured persons in eastern Germany particularly hard, she argues.

The statement comes at a politically sensitive time for Schwesig. A new state parliament will be elected in Mecklenburg-Vorpommern in September. In polls, Schwesig's SPD is trailing the AfD significantly. Against this backdrop, her criticism of the pension reform is also seen as an attempt to raise her profile in the election campaign.

All in all, the SPD faces an internal conflict on the pension issue. While the federal SPD around Merz and Bas is pushing for swift implementation of the Commission's proposals, the Minister-President of the northeast is setting her own accents – citing contribution years, a broader funding base, and the specific situation in eastern Germany.
