Security Vulnerability: Mobile Networks Transmitted Device Identification Numbers Unprotected

In the RFC 7255 standards and in specifications by the industry organization GSMA, mobile network providers and device manufacturers have been called upon for years to anonymize the IMEI before transmission. The investigation suggests that this protection was not consistently implemented in the examined networks. Addressed to the mobile network providers, the GSMA documents state verbatim: "Da die IMEI das Mobilgerät identifiziert, könnte sie potenziell dazu genutzt werden, Nutzer zu identifizieren und zu verfolgen, und zwar zum Zweck der Überwachung und der Auswertung von Anrufdaten, sofern sie unverschlüsselt übermittelt wird."

These providers are affected

According to the available findings, major German providers are affected. Named are Deutsche Telekom, Vodafone, and Telefónica, which operates in Germany under the O2 brand. How long the vulnerability existed and which data streams were specifically accessible is the subject of ongoing reporting.

Consequences for security authorities

The security vulnerability raises questions for the work of law enforcement and security agencies. The Federal Office for the Protection of the Constitution also uses telecommunications information to investigate movement data; a direct confirmation that the vulnerability was exploited for intelligence purposes does not exist according to the published investigations.

CDU member of the Bundestag Roderich Kiesewetter, who works in security committees of the Bundestag, assesses the revelation as grave. He sees it as a structural problem in the industry: providers had not consistently implemented specifications, although the risks had been known. Kiesewetter calls for a swift clarification of which data was actually disclosed and who had access.

What users can do

Data protection authorities and the Federal Network Agency are currently examining which regulatory steps are necessary. It remains open whether existing requirements are sufficient or whether the providers individually violated data protection and telecommunications laws. A parliamentary debate in the Bundestag is also conceivable according to observers.

For consumers, the vulnerability is particularly relevant if they regularly change their device or use SIM cards in different countries. Because then identification via the phone number loses its protective effect, while the IMEI remains as a device-fixed identifier. Concrete indications that individuals were specifically targeted are not contained in the investigation so far.

In initial reactions, the providers refer to ongoing technical reviews and existing encryption measures in core areas of the network. The exact causes for the inadequate anonymization of the IMEI are still unclear. What is clear, however: the GSMA had pointed out the risks to the industry years ago, without this having led to a comprehensive remediation.

Overall, the case shows how much mobile networks rely on trust in standardized protective measures. When technical precautions are specified but not consistently implemented, gaps can arise that remain invisible to outsiders for long periods. The review is therefore likely to go beyond the immediate security vulnerability and also concern the question of how supervision and the industry's self-commitment can be more effectively monitored in the future.
