Sweden has passed a new law that nearly doubles penalties for gang-related offenses and is expressly meant to apply to minor offenders as well.

Background of the Tightening

With the reform, the Swedish government is responding to the wave of gang-related violence that has persisted in the country for years. The new law is modeled on the Danish approach, which already provides for higher minimum sentences for organized gang crime. Sweden had previously been regarded as one of the few European countries with comparatively mild penalties for such offenses.

The core of the change is a significant tightening of sentencing frameworks: gang-related offenses are to be punished in the future with penalties nearly twice as high as before. For the first time, minor offenders are also covered, which represents a clear departure from previous principles in Swedish legal practice. The regulation will come into force following its parliamentary passage.
