Background: Armaments program and stalled negotiations

The new initiative is set against the backdrop of reports of possible military cooperation between North Korea and Russia. Ukrainian President Volodymyr Zelensky had recently stated that Russian President Vladimir Putin wanted to recruit between 30,000 and 50,000 North Korean soldiers for his war of aggression against Ukraine. Should this prove to be true, it would directly affect the regional security situation in East Asia.

The US does not officially recognize North Korea as a nuclear power. This position has been repeatedly reaffirmed by Washington in recent years, most recently in the context of the latest talks. The goal of complete and verifiable denuclearization of the Korean Peninsula thus formally remains on the agenda from the US perspective.

North Korea and Russia: A new factor

Observers in Washington point out that a direct encounter would have symbolic power, but offer no guarantee of concrete progress. Kim Jong-un has massively expanded his nuclear and missile program in recent years; any rapprochement must therefore be measured against tangible steps.

The announcement is being noted with attention in the region. South Korea, Japan, and China have a direct interest in stable developments on the Korean Peninsula. China in particular, as North Korea's most important economic partner, plays a key role in any diplomatic solution. Beijing has so far publicly remained reserved about the recent US initiatives.

There are also signals of a possible opening within the North Korean leadership. Kim Yo Jong, the sister of leader Kim Jong-un and an influential official in Pyongyang, had recently issued statements that observers interpreted as cautiously positive. In the past, however, she had also directed sharp words at Washington when she felt bypassed in her position.

Reactions and possible risks

The Trump administration places the planned meeting in a series of the President's earlier successes in international diplomacy. Critics counter that substantial progress on the North Korea issue has so far failed to materialize, and that another personal meeting could serve above all as a piece of stagecraft.

It remains unclear which concrete topics are to be on the agenda. In addition to the nuclear program, the reports about North Korean soldiers in Russia, the human rights situation in North Korea, and possible security guarantees for the regime are likely to play a role. Without prior diplomatic preparation, experts say, there is a risk that the meeting will end, as in Hanoi, without any concrete result.

Should the meeting actually take place, it would be the first direct talk between a sitting US president and Kim Jong-un since Trump's first term. The international attention would accordingly be great, especially as the security situation in Ukraine and the Middle East is simultaneously shaping global politics.
