A federal judge in Boston has permanently blocked key provisions of a Donald Trump order on voter registration, sealing a legal defeat for the Trump administration ahead of the November congressional midterm elections.

Permanent ban on the registration rule

The judge in Boston had already blocked the rule in the order through a preliminary injunction; with the new decision, the ban is permanent. The core requirement of the executive order is thus definitively off the table, according to the ruling published on Wednesday.

Numerous democratically governed states had sued against the order from the spring of 2025 because they view the government's intervention as unconstitutional. The plaintiffs argued that the federal government was encroaching on the states' jurisdiction over the administration of elections through the order.
