US Palestinian from the West Bank fears return to besieged home and asks Washington for protection

According to AFP, Abu Ridi turned to the US government and asked for diplomatic and consular protection. The background of his request made clear that he did not feel sufficiently protected by the Israeli army stationed in the area. The Israeli security forces had, according to AFP, been informed but — as of the time of reporting — had not acted effectively against the siege.

He described the siege as ongoing and spoke of a situation in which residents of the village of Kusra were regularly subjected to intimidation and violent attacks.

The events throw a spotlight on the precarious situation of US citizens of Palestinian origin who stand between the Palestinian population in the West Bank and the Israeli authorities. While the US government is in principle expected to guarantee the security of American citizens abroad, its ability to exert influence in Israeli-controlled areas is limited. This applies in particular to settler conflicts, where the responsibilities between Israeli police, the army and the civil administration often remain unclear.

The incident is part of a series of similar cases in which US citizens of Palestinian descent have reported harassment, house searches or sieges by settlers in the West Bank. Human rights organizations mentioned in AFP reports have long criticized that the Israeli army does not sufficiently curb settler violence. The US government has repeatedly stressed in the past that attacks by extremists on civilians — regardless of their origin — are unacceptable.

Demand for US protection

At the same time, the case illustrates the tensions between US foreign policy and Israeli government practice in the West Bank. Washington on the one hand funds humanitarian aid programs for Palestinian communities and only partially recognizes Israeli sovereignty over the territories captured in 1967. On the other hand, the US Embassy in Jerusalem exercises consular responsibility for American citizens but has only limited direct access rights in the West Bank.

The Israeli army has, according to AFP, so far not commented specifically on Abu Ridi's allegations of a lack of protection. There was also no confirmed information at the time of reporting on possible investigations into the incidents in Kusra. It remained unclear whether and when the siege of the house had ended and whether the US citizen could return to his village.

Reactions and open questions

The episode underscores the protection gap in which dual citizens find themselves in the context of the Israeli-Palestinian conflict. While Palestinians in the West Bank live under the civil administration of the Israeli authorities, US citizens are additionally referred to Washington as a protecting power, which is keen to keep its distance from Israeli domestic policy in the occupied territory. Abu Ridi's plea could increase pressure on the US government to actively demand consular assistance.
