The Macroeconomic Policy Institute (WSI) of the Hans Böckler Foundation criticizes that collective bargaining coverage in Germany, at around 49 percent, lags far behind EU requirements, while the deadline for national action plans expired at the end of 2025.

The Macroeconomic Policy Institute (WSI) of the union-affiliated Hans Böckler Foundation has attested to Germany insufficient collective bargaining coverage. According to the institute's calculations, only about 49 percent of employees in Germany work in companies bound by a collective agreement. This puts Germany in the middle of the EU ranking and well behind leaders such as Italy and Belgium, which show collective bargaining coverage of 100 percent.
