Zelensky requests appointment of Naftogaz chief as Ukraine's new Prime Minister

The vote on the new Prime Minister could take place as early as the day of the announcement. Parliament Speaker Stefanchuk stated that parliament would decide on the president's personnel proposal on Wednesday. At the same time, several ministerial posts are expected to be filled anew, including the portfolio previously held by Mykhailo Fedorov.

Fedorov steps back

Former Defense Minister Mykhailo Fedorov announced in the evening that he is no longer available for the office. With his withdrawal, the reshuffle at the top of the cabinet has been extended by another key position. Fedorov had led the defense portfolio during a phase in which Ukraine has been organizing its defense against the Russian invasion.

Unconfirmed reports on the triggers

According to unconfirmed media reports, the departure of Ukraine's ambassador to the United States, Stefanishyna, from the diplomatic service is the trigger for the cabinet reshuffle. The alleged reason is corruption investigations against her from her time as Minister for EU and NATO Integration. These reports have so far not been confirmed by independent sources.

The abrupt cabinet reshuffle comes against the backdrop of the ongoing Russian war of aggression and a tense security situation, also around the Zaporizhzhia nuclear power plant, which has repeatedly come to the center of international concern. A change at the top of government at this stage raises questions about the continuity of government work in wartime.

Outlook on the parliamentary vote

With the designated Prime Minister at the head of Naftogaz, Zelensky is apparently also linking the cabinet restructuring to a stronger energy-policy focus. The company faces the challenge of maintaining gas supply in the country in the face of Russian attacks on infrastructure and under conditions of martial law.

The personnel decisions must now be confirmed by the Ukrainian parliament in a vote. Should parliament follow the proposal, Ukraine would receive new leadership within a few days both at the top of the government and in several key portfolios.
