Ukrainian President Volodymyr Zelenskyy published an open letter to Russian President Vladimir Putin late Thursday evening, proposing a direct personal meeting in a neutral third country, a comprehensive ceasefire along the front for the duration of the negotiations, and an exchange of all prisoners of war.

Content of the Letter and Demands

The letter, published on the website of the Ukrainian Presidential Office and on the platform X, states verbatim: "Ukraine proposes to end this war through a direct exchange between you and us. I propose a meeting." Zelenskyy excluded both Kyiv and Moscow as meeting locations, naming Switzerland, Turkey, or an Arab state as possible host countries. For the duration of the talks, he demanded a complete ceasefire along the entire front line, to be monitored by the United States.
