Background: Search for Third-Country Models

Italian Prime Minister Giorgia Meloni had repeatedly pushed for the creation of so-called "Albania model"-like structures outside EU borders. The issue is also being discussed intensively in Austria in terms of migration policy, not least against the backdrop of rising asylum numbers and a broad political debate over deportations.

The center in Uganda outlined in "Kathimerini" would be designed as a pilot project. According to diplomatic circles, the assumption is that the facility would initially take in a limited number of people in order to gain experience with the concept before an expansion is considered.

According to the reports, it is conceivable that selected EU member states would transfer migrants whose asylum proceedings have been legally concluded and who are required to leave to the center. From there, voluntary return programs could be organized or deportations to countries of origin could be coordinated.

Planned Capacity and Timeline

It remains unclear what specific agreements have been reached or are being sought between Vienna and Kampala. The financing of the project, possible standards for accommodation, and legal guarantees for those affected are also not publicly known.

International organizations and human rights groups have been observing plans for external deportation centers with concern for some time. They point to concerns under international law, the responsibility toward those seeking protection, and the risk that asylum procedures could effectively be outsourced.

Criticism and Open Questions

At the EU level, the topic was most recently taken up at the informal meeting in Copenhagen, where several heads of state and government discussed a more coherent migration policy. However, no concrete decisions on third-country models were adopted.

The Austrian government has not publicly commented on the negotiations with Uganda so far. The Ugandan Ministry of Foreign Affairs also did not initially respond to international media inquiries.

If the pilot project does indeed start in 2027, it would be one of the first projects of its kind on the African continent. In Kenya, there had also previously been considerations to establish external migration structures; however, these plans were not put into practice.

Observers interpret the talks between Austria and Uganda as an indication that European states are increasingly relying on bilateral agreements with African partners to achieve migration policy goals. A final agreement is considered open.

It also remains unclear to what extent the European Parliament and the EU Commission will be involved in the negotiations. According to legal experts, both political and financial decisions by the member states would be required for a joint approach at EU level.
