Reports: European Delegation to Travel to Rwanda Next Week for Talks on Deportation Centers

According to these reports, the office of Interior Minister Gerhard Karner said Vienna would take part in the trip. Austria thus joins Germany, Denmark, the Netherlands, and Greece among those states that have confirmed or announced their participation. How large the respective delegations will be and who will lead them specifically remained unclear initially.

The background to the initiative is the desire of several EU governments to reduce the number of asylum proceedings in Europe and to accelerate returns. Advocates argue that proceedings could take place more quickly and closer to the living circumstances of those affected in the regions of origin. Critics point to unresolved legal questions, missing standards for accommodation, and doubts about Rwanda's willingness to actually operate such centers.

Background: Debate over Asylum Proceedings and Returns

Rwanda had already signaled in earlier rounds of negotiations that it was generally open to cooperation, but pushed for bilateral agreements rather than a common European solution. In addition, the government in Kigali insisted on clear financial commitments as well as a say in the selection of the persons to be transferred to the centers. Whether these points will play a role at the upcoming meeting is currently unclear.

In Vienna, the issue is being politically driven forward by the ÖVP. The party sees the Return Hubs as a building block for relieving the Austrian asylum system, which has repeatedly been described as overburdened in recent years. Opposition parties and NGOs, on the other hand, voiced constitutional and human rights concerns about the model weeks ago.

Open Questions Ahead of the Trip

It also remains unclear what role the European Commission will play in the talks. Brussels had recently been restrained and referred to the responsibility of the member states. An official statement from the Commission on the announced trip was not available on Friday.

According to the reporting media, the trip is likely to take place in the second half of the week. Results are not expected immediately; rather, according to observers, it is about continuing the discussions at working level and exploring possible locations as well as financing.
