Austria discusses stricter alcohol bans at train stations and on trains

According to the ministry, a working group has been established to evaluate experiences with the existing bans. Among other things, it is examining how effective additional alcohol bans actually are and at which locations they could be expanded. Video surveillance at the affected train stations is also part of the review.

Pilot projects at nine train stations

Transport Minister Peter Hanke recently spoke out in favor of tightening the rules. According to STANDARD, both additional train stations with alcohol bans and possible bans on trains themselves are being considered. Locations such as St. Pölten Central Station and Graz Central Station, which have not previously been among the pilot locations, are under discussion.

Austrian Federal Railways points to ongoing discussions with the ministry. At the same time, the railway emphasizes that passenger safety is its top priority. No specific timetable for expanding the bans to rail traffic has yet been announced. A standardized nationwide implementation plan is also not yet in place.

Political debate about proportionality

Supporters argue that the existing bans at the pilot stations have increased safety and improved travelers’ subjective sense of security. Critics, however, point to questions concerning the constitutional right to personal freedom and the proportionality of such measures. According to the ministry, both sides are being included in the ongoing evaluation.

A central issue under review is how alcohol consumption on trains should be handled in the future. International comparisons reveal different models: some railways already prohibit consumption in the carriages, while others rely on bans on their premises and removal orders. A fundamental decision for Austria is still pending.

The working group is also reviewing video surveillance at the affected train stations. According to the ministry, the review concerns both whether the existing technology meets the requirements and data protection considerations. It is clear that additional cameras would only be used if there is a clear legal basis.

Open questions about video surveillance

If the evaluation is positive, the government could submit a formal proposal for an expansion in the coming months. Until then, the existing bans at the named pilot stations will remain in force unchanged. Travelers must follow the regulations posted there.

From the perspective of traveler organizations, it is crucial that any expansion be communicated transparently and understandably. STANDARD reports that the responsible minister, Hanke, intends to announce further details later in the summer. What is already clear is that the political debate about alcohol in public transportation is continuing.
