Deutsche Bahn Plans Nationwide Alcohol Ban at All Train Stations

Anyone who violates the ban must expect an immediate removal from the premises, according to "Bild." Repeated violations could result in a permanent ban from the premises. Compliance with the new rule is to be monitored by DB security forces together with the federal police.

With this measure, Deutsche Bahn is extending a practice that previously applied mainly to major hub stations such as Frankfurt, Hamburg, and Cologne. At Hamburg Central Station, alcohol consumption was banned in April 2024. An initial assessment showed that the number of conflicts and altercations there noticeably declined. Passengers' sense of security also improved according to this initial assessment, and cleaning effort decreased.

Controls and Sanctions

According to its own statements, Deutsche Bahn expects the nationwide ban to increase safety and reduce alcohol-related disputes. Smoking is generally prohibited on trains and only allowed in designated areas at stations; there is currently no general alcohol ban on all DB trains.

The nationwide rollout is to be completed by October 15, 2026. In the coming weeks, the local house rules are to be adapted in coordination with municipalities and authorities.

Background: Incident on the Karlsruhe–Offenburg Route

With this move, Deutsche Bahn is tightening its course against aggressive incidents in rail traffic. Just in mid-July, Deutsche Bahn had expanded security measures at several major-city stations after repeated assaults on security personnel. The federal police had likewise recently pointed to rising numbers of bodily harm incidents and threats at train stations.

Bahn chief Palla is not alone in her demand for more order. The federal police and parts of municipal politics had also called for stricter rules on alcohol consumption in public transport in recent months. In several federal states, there are already discussions about more far-reaching bans, for instance on light rail vehicles or at bus stops.

Critics argue that a blanket ban alone does not combat the causes of aggressive behavior. Social services point to increasing mental burdens and homelessness in station buildings. Deutsche Bahn simultaneously announced that it would increase security personnel and expand cooperation with aid organizations.

Criticism and Accompanying Measures

Travelers must be prepared that even a beer opened in a plastic bottle in the station hall may in future be considered a violation. Consumption in the gastronomic establishments within the stations – for example in fast-food restaurants, cafés, or bars – remains expressly permitted. Alcoholic beverages that have been brought along and are still sealed may also continue to be transported.

The incident between Karlsruhe and Offenburg, which had reignited the debate, attracted nationwide attention. According to Deutsche Bahn, the employee survived only by sheer luck. The public prosecutor's office is investigating on suspicion of dangerous bodily harm and attempted homicide. Details of the course of events have not yet been fully published.

With the upcoming summer holidays in several federal states and the expected rise in travel, Deutsche Bahn apparently wants to make the new rules binding before the start of the main travel season. Travelers will be informed of the ban via posted notices and loudspeaker announcements. Staff in DB travel centers are also to be trained to be able to respond to questions.

Outlook on Further Steps

According to its own statements, Deutsche Bahn is the largest operator of passenger train stations in Germany. Several million travelers are estimated to pass through the roughly 5,400 stations daily. The stations in larger cities alone regularly record six-figure visitor numbers per day.

With the nationwide expansion, Deutsche Bahn is going beyond previous pilot projects. Until now, it had primarily been municipal initiatives in cooperation with the federal police that ensured greater safety at train stations. Now the state-owned company is itself drawing the line tighter and justifies this with its responsibility for its own employees.

According to Deutsche Bahn, the final design of the house rules is to be coordinated in the coming weeks with the municipalities, the federal police, and the state authorities. This also concerns transitional arrangements and the question of how to deal with travelers who depend on alcoholic beverages for medical reasons. Deutsche Bahn will announce details on this.

Should the ban prove its worth, Deutsche Bahn does not rule out further steps according to its own statements. An extension to certain train types or to overnight trains, for example, is conceivable.
