The Austrian government has submitted a controversial draft law introducing a €2 fee per parcel for large online retailers shipping to domestic consumers, a measure projected to generate €280 million annually for federal and state budgets.

Scope and Implementation

The proposed fee will apply exclusively to business-to-consumer (B2C) transactions, exempting business-to-business (B2B) online shops. Only e-commerce companies with annual revenues exceeding €100 million will be subject to the charge, which takes effect at the end of September 2026.

Major international platforms like Temu and Shein will be affected alongside Austrian-based retailers such as the Otto Austria Group and Electronic4you. The regulation targets high-volume shippers while sparing smaller businesses.
