On Wednesday, the Austrian National Council passed a new parcel tax that will take effect on 1 October 2026 for online retailers with annual revenues of more than 100 million euros in Austria and is expected to bring around 280 million euros per year into the treasury.

Scope and Requirements

According to the Ministry of Finance, the levy is due on every shipment a company sends to a domestic end consumer. „Laut Finanzministerium werden zwei Euro pro Paket fällig.“ The location of the parcel at the time of purchase – whether domestic or abroad – plays no role. Returns also do not exempt the sender from the tax obligation: „Die Steuerschuld bleibt auch dann bestehen, wenn die Sendung wieder retourniert wird.“
