Parcel Tax Takes Effect on 1 October – Criticism of Bureaucracy and Tax Rate

The tax thus targets large online platforms specifically. It „gilt diese für alle Online-Händler mit einem jährlichen Umsatz von mehr als 100 Millionen Euro in Österreich“. Smaller Austrian retailers selling on marketplaces are indirectly affected according to the Trade Association – „rund 4000 kleinere österreichische Händler, die über Online-Marktplätze verkaufen“.

How Much Will a Parcel Really Cost in the Future?

For customers, the burden is higher than initially communicated. If a retailer passes on the two euros to customers, „fallen zusätzlich auf die 2 Euro 20 Prozent Umsatzsteuer an“. The result: „Der Kunde zahlt nicht 2 Euro, sondern 2,40 Euro." What the shipment contains is decisive: „Wie viel Umsatzsteuer erhoben wird, ist abhängig vom Inhalt des Pakets." A reduced tax rate applies to books, for instance: „Bei Büchern fallen zum Beispiel zehn Prozent an."

Private sales via platforms such as Willhaben are expressly exempt: „Umsätze über Plattformen wie Willhaben sind also ausgenommen, sofern Privatpersonen untereinander handeln." This is intended to avoid placing an additional burden on the second-hand market between private individuals. Small retailers below the revenue threshold are also not directly covered by the regulation.

Goals: Public Finances and Location Policy

The government is pursuing several objectives with the tax. It is intended to partially offset the VAT reduction on selected staple foods and, according to Finance Minister Markus Marterbauer (SPÖ), bring around 280 million euros per year into the treasury. Strengthening brick-and-mortar retail is also „ein erklärtes Ziel des Gesetzes".

Parts of the retail sector view the project similarly, while others reject it sharply. „So sehen Textil-, Buch- und Spielwarenhändler in einer Paketabgabe eine Möglichkeit, den stationären Handel zu stärken." The Trade Association, in which „viele große Unternehmen organisiert sind, die stark auf den Onlinehandel setzen", is taking a confrontational course instead. The levy is „ultrabürokratisch, rechtlich wackelig und ökonomisch kontraproduktiv".

Criticism from Online Retail

A central point of criticism from the Trade Association concerns the distortion of competition. „Die Kritik richtet sich dagegen, dass auch die Umsätze österreichischer Unternehmer betroffen sind." This would put domestic senders at a disadvantage compared with foreign corporations that do not handle their logistics through Austrian companies. In addition, the levy will – in their view – also miss its intended goal „auch das ein erklärtes Ziel des Gesetzes" – particularly because online retail is cross-border in nature.

There are also voices within politics and business calling for higher levies. „Manche kritisieren die Abgabe sogar als zu niedrig." They see a low per-parcel fee as only a weak signal against growing online retail and are calling for significantly higher taxation in order to actually bring about changes in consumer behaviour.

Impact on Consumers

While the political dispute continues, practical questions arise for consumers. Next autumn, they may increasingly turn to bundled purchases when shopping online – combining several items in a single order to reduce the number of parcels. A conscious trip to the local bookshop or fashion store may also become more attractive if online orders become noticeably more expensive.

Companies covered by the regulation will have to adapt their logistics, accounting, and pricing. Since the tax applies regardless of the destination and the return status, the administrative burden increases. The accusation of an „ultrabürokratischen" design refers precisely to this added complexity compared with a flat goods tax.

International Context and Outlook

International comparative figures for parcel taxes are still scarce; in particular in the United Kingdom and France, similar models have been discussed in recent years without being implemented across the board. Austria would be one of the first EU countries with an explicit parcel levy. Industry observers therefore regard the decision as a political signal with pilot character, whose economic impact will only become apparent after it takes effect.
