Austria's Court of Audit has released a 36-page position paper outlining 15 concrete proposals for a comprehensive healthcare system reform to be implemented by 2040.

The report, presented by Court of Audit President Margit Kraker, emphasizes the urgent need to develop a target structure for the healthcare system to align future financing and steer reforms in the right direction. 'Given the upcoming negotiations on the next financial equalization and preparatory work for the 2030 planning period, we consider it time-critical to develop a target structure for the healthcare system 2040,' Kraker wrote in the preface.

The proposals stem from the Court's audits over recent years and address three main areas: care structures, financing, and governance. Among the key recommendations is the need for clear leadership in the reform process, which has historically failed due to disagreements among federal, state, municipal, and social insurance stakeholders.
