Integration Phase and Allowance Still Open

The integration allowance, which is being discussed as a financial incentive for participation in integration measures, has also not yet been definitively defined. The spokespersons of both ministries emphasize that they are in an ongoing coordination process and that no preview of points not yet agreed upon is possible.

NEOS social spokesperson Johannes Gasser summed up his faction's expectations. He expects the Ministry of Integration and the Ministry of Social Affairs to soon present a "good solution," both for the integration phase and for the integration allowance. Gasser said verbatim, one wants to "sicherstellen, dass die Sozialhilfe zum Sprungbrett in Beschäftigung wird - und klar ist, dass sie ein Auffangnetz ist, für jene, die es brauchen, und keine Einladung für jene, die einfach nicht arbeiten wollen".

From within the coalition itself, meanwhile, cautious tones are heard regarding the timing of implementation. Representatives of the responsible departments point to the complex need for coordination between the coalition partners ÖVP and SPÖ, as well as to the ongoing legislative processes. A specific date for parliamentary consideration is considered open.

Observers interpret the maintained roadmap to 2027 as a political signal. It is meant to publicly document that the reform will not be postponed despite gaps in content. Whether this deadline can actually be met depends, according to parliamentary legal experts, on the outcome of the still-open negotiations, among other things.

Preparations Underway in the Administration

In parallel, preparations are being made in the administration so that implementation could proceed quickly in the event of an agreement. These include internal coordination with the Public Employment Service (AMS) as well as technical preliminary work for the planned integration allowance. Details of these preparations have not been made public so far.

Should the coalition partners reach an agreement, the project would have to go through the parliamentary process. In the responsible committees, voices are already being raised calling for swift deliberation. Critics warn, however, that without clearly defined contents, any parliamentary debate would have to remain provisional for now.

Overall, the reform remains a political project with open parameters. The roadmap and direction have been named; the substance is being negotiated between the Ministry of Social Affairs and the Ministry of Integration. Until a final agreement is reached, the previous legal framework for social assistance in Austria continues to apply.
