Fifteen years after the introduction of the Education and Participation Package (BuT), only a fraction of eligible children and adolescents nationwide actually use the benefits for sports, culture, and school supplies, according to an analysis by the Bertelsmann Foundation.
According to the foundation, only around 18 percent of those eligible actually claim the participation benefit for children between the ages of six and under 15. "So more than eight out of ten eligible claimants do not receive the monthly amount of 15 euros for social and cultural participation," the analysis states. This means that the central goal of the package – to enable children from low-income families to access sports, music lessons, and other activities – remains unfulfilled in most cases.
