British Minister Yvette Cooper has warned in a guest article for the think tank Chatham House of disastrous consequences should states fail to establish common rules for dealing with artificial intelligence, comparing today's situation to that following the first atomic bomb drop in 1945.

In her essay, Cooper warns — according to excerpts released in advance — of an arms race with AI systems whose destructive potential is without precedent. Extremists, terrorists, other criminals, and state actors are already deploying powerful AI tools on a large scale to achieve their goals, the minister writes. For this reason, it is urgently necessary for the international community to agree on binding guidelines.
