The Bundestag on Friday passed a multi-billion-euro savings package for statutory health insurance, which also cleared the Bundesrat in the afternoon; Hamburg's First Mayor Peter Tschentscher (SPD) criticised the decision as a "Fehlleistung der Bundesregierung".

With the law, the black-red coalition under Chancellor Friedrich Merz (CDU) aims to close a financial gap of 18.8 billion euros in statutory health insurance and prevent an increase in contribution rates for insured persons in 2027. Federal Health Minister Nina Warken (CDU) defended the plan in the Bundestag on Friday: "Alle Beteiligten im Gesundheitswesen leisten einen Beitrag, denn alle profitieren auch langfristig von einer nachhaltigen Finanzierung." Without the reform, contribution rates would rise by one percentage point in 2027.

The package provides for spending brakes for practices, hospitals, pharmacies and the pharmaceutical industry – but also, for example, higher co-payments for medications and restrictions on the free co-insurance of spouses. Warken said: "Wir wollen künftig mit dem Geld auskommen, das wir haben, und nur noch das bezahlen, was nutzt." The total expected savings volume of the package has not been specified concretely to date.
