Canada reportedly orders twelve submarines from German manufacturer TKMS

The Type 212 CD submarine is a highly advanced conventional model that is also being procured by the German and Norwegian navies. The boats are considered extremely difficult to detect and, thanks to modern lithium-ion batteries, can operate autonomously and completely silently for weeks at a time.

Type 212 CD technology

Boris Pistorius has also recently championed the technology from German production. According to the manufacturer, the Type 212 CD model combines high underwater speed with long diving times and the most modern sensor technology, making it equally suitable for coastal defense and extended-range operations.

From the federal government, it was said before the start of the summit that the order had a significance far beyond defense procurement. "Wenn es gelingt, dann wird es Kanada an uns für Jahrzehnte binden," a government representative in Berlin told the report. The government used similar wording again a few days later, thereby underscoring the transatlantic dimension of the deal.

The political dimension of the deal

Chancellor Friedrich Merz had "viel an politischer Arbeit investiert" in recent weeks and months, it was said further from Berlin. "Das wäre ein sehr guter Startpunkt für eine strategische Zusammenarbeit." And it would be "ein sehr gutes Signal" if such a decision were communicated "im Kontext" des Nato-Gipfels.

TKMS operates, among other things, a shipyard in Wismar that most recently built cruise ships until the operator went insolvent in 2022. In mid-2022, TKMS took over the shipyard and reoriented it toward the construction of naval and special-purpose vessels. This gives the company additional capacity to handle major orders of this magnitude.

Economic significance for Kiel and Wismar

For the Schleswig-Holstein site in Kiel, the order would be an outstanding success. Kiel has been regarded for decades as the center of German submarine construction, and TKMS has bundled both design and manufacturing there. The Canada deal would secure utilization of the shipyard for years to come.

Shares in the parent company thyssenkrupp already reacted significantly on Monday: in the MDax, the stock last rose by 11.2 percent to €93.40, leading the index. Deutsche Bank had last rated TKMS thyssenkrupp Marine Systems with a "Buy" on May 12, 2026, while Bernstein Research issued a "Market-Perform" rating on May 14, 2026.

Burkhard described the potential order as "der größte, der jemals in dieser Welt der konventionellen U-Boote bei einem NATO-Partner vergeben wurde". Should the decision be confirmed, it would also send an industrial-policy signal for Germany's maritime location as a whole.

Reactions in the markets and in Ottawa

No details about the exact scope of the package or the distribution of production between the Kiel and Wismar sites initially became known. The federal government also initially provided no information on the delivery schedule for the first boats or the contract duration.

In Ottawa, the responsible authorities initially remained tight-lipped. Neither the Defense Ministry nor the office of Prime Minister Mark Carney wished to comment on the report, as "The Globe and Mail" wrote. An official confirmation was not expected until the NATO summit.

With the potential deal, Germany would further consolidate its position as one of the leading exporters of conventional submarines. Previous customers of the Type 212 and the further-developed Type 212 A variants, in addition to the German Navy, include Norway and Italy.

European defense industry in transition

The political framing of the deal fits into the debate about strengthening the European defense industry. Berlin has long pursued the goal of keeping strategic key technologies in the country and reducing dependence on non-European supply chains.

For Canada, in turn, the decision means a long-term commitment to a European partner in a security-policy sensitive field. The country had previously deliberated intensively on the future direction of its submarine fleet, with geopolitical considerations playing a role alongside technical criteria.

With the planned signing of the contract in the context of the NATO summit, the symbolic-political character would also be underscored. Allies would visibly commit themselves publicly to joint arms production at a time when such commitments are likely to attract attention across the Atlantic and beyond in the coming years.
