Al-Haja as negotiator

With al-Haja's appointment, a negotiator takes over the leadership who is already involved in talks on ending the Gaza war and establishing a permanent peace settlement. He is also a negotiator in the negotiations over a permanent peace settlement for the Gaza Strip. He thus assumes a dual role as the top military-political representative and as chief negotiator.

Al-Hayya succeeds Yahya Sinwar, who was killed by Israeli forces in 2024. The new leadership team thus faces the task of simultaneously organizing the rebuilding of the organization and the dialogue with international mediators.

Regional tensions and mediation

The timing of the announcement comes amid a phase of heightened tensions in the region. While Tehran is reviewing new mediation proposals for talks, the US has been carrying out strikes on Iran for the ninth night in a row. The US military declared the new wave of strikes on Iran to be concluded, and Tehran reported that US strikes had hit the Iranian city of Bushehr.

Notwithstanding the escalation in Iranian-American relations, the US remains open to talks with Iran. These signals from Washington have direct implications for the negotiations on the Gaza Strip, as the US plays a key role both in the talks with Hamas and in the exchange with regional actors.

Risks for the civilian population

The situation also remains fragile in the Persian Gulf. In Bahrain, sirens sounded several times due to Iranian missiles and drones, and sirens sounded again in Bahrain. Outlook on the negotiations

International observers assess the appointment as an attempt by Hamas to appear in the talks on a permanent peace settlement with a clear negotiating line. Al-Haja brings both knowledge of the regional mediation structures and personal biographical ties to the Gaza Strip, according to initial analyses. His location in Qatar also provides direct access to diplomatic channels that are central to the ongoing talks.

In the coming weeks, Hamas is expected to formally reconstitute its negotiating delegation. The unresolved disarmament question, the status of Israeli control over parts of the Gaza Strip, and the safety of the civilian population remain the central points of contention. The new leadership must find answers to these questions if the ceasefire in place since October 2025 is to be transformed into a permanent peace order.
