China warns USA in dispute over import of humanoid robots

Background of the FCC regulation

According to the FCC, various types of robots are affected by the import ban. These include humanoid robots in human form as well as four-legged machines, colloquially referred to as robot dogs. Docking stations used to operate and charge such devices are also covered by the regulation, provided the total weight exceeds two kilograms.

The regulation targets a growing market: humanoid robots and four-legged models are considered a key technology for logistics, industry, and security applications. Chinese manufacturers have invested heavily in these product categories in recent years and export them worldwide. The US market is an important sales market in this context.

Impact on manufacturers and markets

The FCC justifies the move with security considerations. So-called software-controlled robots could pose risks to critical infrastructure, particularly when they collect data or are connected to radio networks. According to the authority, the two-kilogram weight limit serves to distinguish them from toys and smaller devices that do not fall within the scope of application.

US government circles in Washington emphasize that the regulation is part of a broader strategy to keep Chinese technologies out of sensitive areas. Similar restrictions already exist for telecommunications equipment and semiconductors. FCC approval is considered one of the central levers for regulating market access in the USA.

Among the affected companies are also providers whose products are based on chips from the US manufacturer NVIDIA. Beijing had repeatedly demanded restricting the use of foreign components in Chinese robots and promoting domestic semiconductors. US export controls on high-performance chips to China had already strained relations in recent years.

Reaction from Beijing

Chinese observers interpret the threat as a signal that Beijing will increasingly rely on reciprocity in the future. If a US company is disadvantaged in China, Chinese companies in the USA would also have to expect hurdles. The exact design of possible countermeasures initially remained open.

According to the FCC's specifications, all software-controlled robots from China that operate on the ground and weigh more than 2 kilograms including docking station are henceforth excluded from import into the USA. The regulatory basis is thus clearly formulated, even if the exact scope – for example for research equipment or military applications – continues to be debated.

Analysts see the conflict as another stage in the decoupling of US-Chinese economic relations. While Washington insists on technological sovereignty and national security, Beijing views the move as impermissible market protectionism. Both sides are keeping further escalation steps open.

Outlook on trade relations

The Chinese government simultaneously signaled its willingness to engage in talks, but tied this to conditions. These included lifting the import restrictions and ending export controls on high-performance chips. Observers in Washington assume that the conflict will complicate the ongoing trade negotiations between the two countries.

It remains unclear how concrete Chinese countermeasures might look. Retaliatory tariffs, inspections of foreign companies, or regulatory hurdles are conceivable. The coming weeks are likely to show whether Beijing's threat represents negotiating leverage – or marks the beginning of a new stage of escalation.
