The federal government of the Union and SPD decided overnight into Thursday on a reform package that is to prohibit the federal states, by means of a federal law, from nationalizing private rental housing stocks through socialization laws; Chancellor Friedrich Merz announced that the coalition would pass a corresponding law.

What the coalition has decided

At the center of the decision is a clause in the coalition agreement that states: "Um den privaten Wohnungsbau nicht zu gefährden, wird durch Bundesgesetz geregelt, dass die Verstaatlichung privater Mietwohnungsbestände durch Vergesellschaftungsgesetze auf Landesebene nicht mehr möglich ist." With this, the Union and SPD are responding directly to the Berlin Framework Act, which was passed by the House of Representatives in March and fundamentally enables the expropriation or socialization of large housing companies.
