According to a media report, the black-red coalition of CDU/CSU and SPD is planning a significantly larger increase in the tobacco tax than previously envisaged, which would gradually push the price of a pack of cigarettes up to almost twelve euros by 2030.

As the RND newspapers reported on Monday, citing a so-called drafting aid from the Federal Ministry of Finance for the coalition parliamentary groups, the planned increase is around 40 cents higher than recently approved by the federal cabinet. The report was published on Monday and broadcast on July 13, 2026 on the Deutschlandfunk program.

Accordingly, the price of a pack of cigarettes is to rise gradually by 2030 from the current around eight euros to almost twelve euros. Analogous to the gradual increases, taxation of fine-cut tobacco – that is, tobacco for hand-rolled cigarettes – will also rise more sharply.
