Conspiracy Myths on Migration: Italy's Interior Minister Rejects Accusations from Spain

In Rome, Interior Minister Matteo Piantedosi firmly rejected the accusations on Wednesday. The measure was not a political action against Spain, Piantedosi stressed. It served exclusively to protect national security. With this wording, the Italian interior minister sought to defuse the tensions with Madrid that have weighed on bilateral relations for weeks. Italy had in recent months increasingly turned back irregular migrants at the border with Spain and in the central Mediterranean — something that had been interpreted in Madrid as a deliberate provocation.

Background: Ceuta at the Center of the Debate

Spanish government representatives had previously voiced the suspicion that foreign orchestration could lie behind the rise in migrant numbers via Ceuta. Ceuta, the autonomous Spanish city on the North African coast opposite Morocco, had become the focal point of the debate in recent weeks: thousands of people attempted the route into the European Union, many of them from sub-Saharan Africa. Spain had assigned Morocco a share of the responsibility and pointed to the importance of bilateral cooperation.

The Italian position also highlights the fundamental tensions within the EU on migration policy. Italy pursues a restrictive course and relies on consistent pushbacks, while Spain favors closer cooperation with countries of origin and transit such as Morocco and Algeria. The Commission in Brussels is watching the dispute with growing concern, as it could deepen cracks in the already contested Common European Asylum System. Observers in Brussels warn that politicizing the migration debate risks losing sight of the humanitarian causes — wars, poverty, and climate change in Africa.

Intra-EU Tensions

Critics such as the sociologist Mehdi Alioua, who teaches in Morocco, warn that conflating migration issues with conspiracy narratives could make it harder to solve the actual problems. Alioua points out that local networks in the region around Tétouan and the Rif region have traditionally played a role in migration movements, without any need for centralized control by state actors. The current figures could therefore be explained primarily by the economic situation in several African countries and by the perception of Ceuta as a supposedly reachable gateway to the EU.

The Italian government announced that it would expand cooperation with countries of origin in North Africa to reduce migratory pressure. In Rome it is emphasized that the measures on Italy's own southern border are not primarily directed against Spain but are meant to protect Italy from uncontrolled inflows. On both sides of the Mediterranean, however, the tone is sharpening between governments and influential commentators who suspect the other state of deliberate destabilization.

Outlook on the Special Council

In the coming days, Spain's foreign ministry in Madrid is expected to formulate a more official response to Piantedosi's statements. At the same time, several European capitals are preparing a special council on migration policy, at which the recent incidents in the Mediterranean region are likely to play a central role. Political observers in Madrid see the current debate as evidence of how quickly migration issues can become a playing field for geopolitical speculation — and of how few established facts are so far available about the actual steering mechanisms.

Spain's government initially held back with direct accusations against Morocco or Italy. At the same time, several Spanish politicians pointed out that the EU must demand a more active role from Morocco in controlling the borders around Ceuta and the adjacent waters. The government in Madrid insists on the principle that migration control must not be directed against individual member states but must be coordinated at the European level. The positions of Italy and Spain therefore remain irreconcilable, despite Piantedosi's conciliatory words.
