Council of States Commission Examines Steering Levy on EU Workforce

Supporters of the proposal argue that a properly designed levy could combine two effects. On the one hand, immigration should be limited; on the other, it should be ensured that primarily those workers come to Switzerland who make an above-average contribution to value-added. Under this concept, the revenues from the levy should be distributed to the resident population without growing the state as a whole.

Arguments of the Supporters

The basic idea of the steering levy draws on existing models from Swiss migration policy. Today, the federal government already charges fees for the issuance of residence permits, which vary depending on origin and quota. An actual steering levy, however, would go beyond today's practice and represent a direct financial lever for managing immigration.

Criticism and Legal Assessment

Critics of such a levy warn of negative effects on bilateral relations with the EU. The free movement of persons is one of the central pillars of the bilateral path between Switzerland and the European Union. Any measure that restricts this principle must be carefully examined for its compatibility with existing treaties, voices from foreign policy caution.

Supporters counter that a steering levy need not necessarily violate the principle of free movement. A differentiated design, for instance, oriented to the level of value-added created, would be conceivable. In this way, the levy would less restrict the free movement of persons than influence the composition of immigration.

The State Policy Committee of the Council of States will continue to examine the topic in greater depth in its upcoming meetings. It remains open whether the committee will ultimately draft a concrete legislative proposal or merely treat the request as a postulate.
