That pattern was consistent with damage reports stretching from the Pacific coast to inland coffee-growing regions.

In Cali, Colombia's third-largest city, residents described buildings swaying for nearly a minute and power outages across several neighborhoods. Pereira, the capital of the coffee belt department of Risaralda, reported structural damage to older buildings and at least one hospital operating on backup generators. In Chocó, a largely Afro-Colombian and Indigenous region with limited road access, early reports focused on landslides blocking rivers and isolating riverside hamlets.

Damage spreads from the Pacific coast to the coffee belt

President Abelardo de la Espriella declared a national emergency late Monday and ordered the mobilization of army engineering units to assist with rescue and road clearance. In a televised address, he urged citizens to avoid damaged structures and to report missing relatives to a centralized hotline. The government said it was also coordinating with regional governors on shelter, water, and medical supplies.

Humanitarian organizations began activating response plans, including pre-positioned food rations, plastic sheeting for emergency shelter, and water-purification kits. International offers of assistance were reportedly being channeled through the foreign ministry, with neighboring countries offering search-and-rescue teams and field hospitals. Colombian diaspora groups in Miami and other U.S. cities also began organizing fundraising drives within hours of the quake.

Government declares a national emergency

The economic impact is expected to be concentrated in the informal construction sector, where many homes and small businesses lack earthquake-resistant design. The Pacific coast and parts of the coffee belt are particularly exposed because older adobe and unreinforced-masonry structures perform poorly during even moderate shaking, engineers said.

Seismologists noted that Colombia sits on the Pacific Ring of Fire and experiences frequent seismic activity, but a 7.4-magnitude event at any depth is significant. The country's building code was tightened after a 1999 earthquake in the coffee region killed more than 1,000 people, though enforcement remains uneven outside major urban centers.

Why a deep-focus quake still causes widespread damage

By Tuesday afternoon, the government had not released a final casualty figure, saying the count was being verified region by region. Officials warned that numbers could continue to climb as teams reach remote areas in Chocó and the eastern Andean foothills, where communications were knocked out by the initial tremor.

The disaster comes as Colombia is already grappling with the humanitarian fallout from months of heavy seasonal rains, which have swollen rivers and saturated soils in many of the same regions now affected by the quake. Emergency planners said the combined effects were complicating helicopter evacuations and the delivery of clean water to displaced families.
