Dispute between Rome and Madrid over Ceuta: Italy announces withdrawal from anti-migration agreement

Spanish Foreign Minister José Manuel Albares travelled to Ceuta on Tuesday afternoon specifically to deliver a clear message to Rome. During the visit, Albares described Italy's decision as a retaliatory measure driven exclusively by partisan and electoral political considerations. This wording signals that Madrid suspects a tactical rather than substantive motive behind the Italian move. Ceuta as a flashpoint of European migration policy

The enclave of Ceuta has been a focus of European migration policy for years. As Spanish territory on the African continent, the city is one of the few land borders between the EU and Africa. So-called migration storms have repeatedly occurred in the past, during which hundreds of people attempted to cross the border crossings within a few hours. The agreement currently in question regulates cooperation between Spain and Italy on the surveillance, registration, and return of irregular migrants.

According to the Spanish reading, the background to the current dispute also includes differences over the distribution of migrants within the EU. Diplomatic circles in Madrid say they remain open to dialogue but will not accept bilateral agreements being misused as leverage in domestic election campaigns. The Spanish government announced that it would use the next EU bodies to seek a broader European solution. Observers in Brussels expect the dispute to be raised at the next meeting of the EU Foreign Affairs Council.

Open questions and next steps

It remains unclear what immediate practical consequences an Italian withdrawal from the Ceuta agreement would have. Should the arrangement actually expire or be terminated, Spain would have to organise surveillance of the migration routes around the enclave either unilaterally, with other EU partners, or in closer coordination with Morocco. Ceuta itself has repeatedly called for additional resources and a stronger European presence in the past.

The developments come amid a period of heightened migration-policy tensions across the entire European Union. Several Mediterranean coastal states are complaining of a growing asymmetry in the distribution of burdens. The Ceuta dispute between Italy and Spain is therefore likely to serve as a litmus test of whether bilateral agreements in this policy area can still be relied upon as an instrument of cooperation.
