"Team Gaza" bundles international aid

The financial aid will be collected in the "Team Gaza" initiative announced by Suica. The initiative is to help coordinate the aid of the EU countries and their international partners in the Gaza Strip, the Commissioner said. In addition to EU countries such as Austria, the initiative includes, for example, Great Britain, Norway, Japan and Switzerland. According to the Commission, Australia and Canada have also expressed interest in participating.

In order for the funds from this "first package" to reach the people, "we now need the conditions on the ground," said the EU Commissioner for the Mediterranean, Dubravka Suica, on Monday on the sidelines of a donor conference in Brussels. She also called on Israel to lift financial restrictions and improve humanitarian access to the Gaza Strip. Suica said a functioning PA was "indispensable" for peace and sustainability in the region.

Focus on water and waste management

Two important early reconstruction projects are water supply and waste management. With this, the first measures focus on basic infrastructure, without which a return to halfway normal living conditions in the coastal area would not be possible. The EU Commission stated that the money is to be used, among other things, to finance the reconstruction of destroyed pipelines and disposal systems.

The participation of the USA and Trump's "Peace Council" in the conference is politically remarkable. Observers see this as a signal that Washington wants to formally participate in international reconstruction efforts, even if the future direction of American Middle East policy remains unclear. Brussels had recently emphasized repeatedly that a broad donor base was necessary to cope with the enormous damage in the Gaza Strip.

Participation of the USA and the "Peace Council"

Austria is participating in the "Team Gaza" initiative alongside a number of other European and non-European states. In this way, Vienna is joining the multilateral aid architecture that the EU is building in response to the humanitarian situation in the coastal area. The federal government had already increased humanitarian aid payments in recent weeks.

It initially remained unclear what concrete conditions Suica meant by "conditions on the ground." From Commission circles it was said that these included functioning access for aid convoys, the safety of personnel on the ground, and clear cooperation with the PA. The pledged 884 million euros are considered the first financial building block; further pledges are expected at follow-up conferences.

EU positions itself as coordinator

Overall, the conference illustrates the EU's attempt to position itself as the central coordinator of international reconstruction aid after the Gaza war. The "Team Gaza" initiative is intended to prevent aid from fragmenting across the large number of parallel structures and actors.
