Espionage Suspect: Ukrainian Arrested in Bavaria

Both authorities emphasized that the arrest was the result of close cooperation between security agencies and intelligence services within the newly founded Joint Center for the Defense Against Hybrid Threats (GAZ Hybrid). In a joint press release, they stated that the operation showed that hybrid threats could be effectively detected and disrupted. A verbatim quote was: "Erfolg für das neue 'GAZ Hybrid'".

The Munich General Prosecutor's Office is conducting the investigation on suspicion of intelligence agent activity. The authorities initially provided no further details on the suspect's exact age, place of residence, or professional background. The name of the defense company was also not publicly disclosed.

Espionage Incidents in Bavaria and Thuringia

The case is part of a series of suspected espionage incidents in Bavaria and Thuringia in recent months. According to media reports, drones had been sighted multiple times over security-relevant sites, including over the southern Thuringia region. The person now arrested is said, according to investigators' findings, to have spent weeks gathering information about the company's structures, personnel access, and security measures, and to have transmitted it to a Russian contact point.

The arrest was carried out on the basis of months of surveillance and telephone interception measures. The Bavarian State Office of Criminal Investigation worked closely with the Federal Office for the Protection of the Constitution and other intelligence services, according to its own statements. The GAZ Hybrid, which only began its work this year, had bundled the threads of the operation, the LKA explained.

Background: Russian Intelligence Gathering in Germany

Security experts view the incident as evidence that Russia is continuing to intensify its intelligence-gathering operations in Germany despite the Ukraine war and Western sanctions. The federal government had also recently repeatedly warned of Russian espionage activities and declared the defense against such operations a top priority.

The suspect is to be brought before a judge for remand decisions, who will rule on the ordering of pre-trial detention. According to the authorities, there is a flight risk. At the same time, it is being examined whether further persons were involved in the suspected agent network.
