Kyiv, 15 July 2026

European Commission President Ursula von der Leyen, on her eleventh visit to Kyiv, presented a new agreement between the European Union and Ukraine on closer cooperation in the development and production of drones.

It is the first agreement of its kind between the EU and Ukraine. As the Commission President announced, the agreement is intended to bring together Ukrainian inventiveness and Europe's industrial scale and to involve countries and companies across the EU. "Das Abkommen bringe den ukrainischen Erfindungsgeist und die industrielle Größe Europas zusammen und solle Länder und Unternehmen in der gesamten EU abdecken," said von der Leyen.

Background: Drones as a central element of defense

The aim of the drone partnership is to be able to produce more and faster. Specifically, the "drone deal" is intended to provide the necessary impetus to significantly boost investment and production. The Commission President pointed to the experience gained from Russia's war of aggression against Ukraine: "Das Wissen in der Ukraine über den Einsatz von Drohnen- und Drohnenabwehrsystemen sei nach mehr als vier Jahren Krieg gegen Russland einzigartig," she explained. In another formulation, she said Ukraine's knowledge of drones and drone defense systems was "wahrhaft einzigartig".
