Kyiv, July 15, 2026
European Commission President Ursula von der Leyen and Ukrainian President Volodymyr Zelensky signed an agreement on Wednesday in Kyiv on closer cooperation in the development and production of drones.
The signing took place in the garden of the historic presidential palace, the Mariinsky Palace. It is von der Leyen's eleventh visit to Ukraine since the start of Russia's full-scale war of aggression in 2022. The visit coincided with Ukraine's Day of Statehood, a national holiday introduced only in 2021, on which Zelensky said he wanted to drum up as much Western support as possible.
At the center of the talks was a so-called drone deal. Von der Leyen announced that a further one billion euros from the EU's 90-billion-euro financial aid package for Ukraine would be disbursed for the procurement of drones. This billion is in addition to the 3.9 billion euros already transferred in June for this purpose.
