EU Commissioner Virkkunen Criticizes Tech Companies Over Disinformation on Ceuta Crisis

At the center of the criticism is the Finnish EU Commissioner Henna Virkkunen, who in the Commission is responsible, among other things, for digital and technological sovereignty. She is addressing the companies directly and expects them to fulfill their obligations under the Digital Services Act. The EU requirements oblige large online platforms, among other things, to contain systemic risks and to take action against disinformation.

Response to Digital Disinformation

The US company Meta, whose services include Facebook and Instagram, is also affected by the demand. Both companies must now set out what concrete steps they are taking to address the identified disinformation. Otherwise, they face substantial fines under EU law.

At the same time, the diplomatic conflict between Spain and Italy is intensifying. Following the publication of the EU demand, Italian voices have criticized the Spanish government, which in turn rejects allegations from Madrid. The EU sees a risk that bilateral tensions will further undermine the common migration policy. The Brussels authority is calling for unity among the member states while simultaneously increasing pressure on the platforms.

Diplomatic Tensions Between Madrid and Rome

The background to the crisis is a growing number of migrants reaching the Spanish exclave of Ceuta via Morocco. The situation at the border has escalated in recent weeks, national and international media report. The Spanish exclave on the north coast of Africa has been a flashpoint of European migration policy for years, with routes and smuggling networks repeatedly adapting to new political conditions. The EU Commission has already announced aid for the region several times, but has at the same time emphasized that an effective fight against irregular migration can only succeed together with the countries of origin and transit.

In addition to Meta and TikTok, other major tech companies are coming into the EU regulators' sights. The demand now raised is part of a broader strategy of the EU Commission, which has been consistently advancing the regulation of digital platforms for years. Only recently, the EU announced searches at a Chinese electronics giant, which is also suspected of violating European competition law. The ongoing investigations against X, formerly Twitter, for the spread of disinformation are also being continued under the umbrella of the new demand on Meta and TikTok. In this way, Brussels is tightening its course toward the major technology companies from the USA and China alike.

Consumer advocates and civil society organizations welcome the EU Commission's initiative. They see the disinformation on migration as a serious threat to social discourse and warn of increasing polarization. At the same time, they demand that the EU not relent in enforcing its requirements vis-à-vis the platforms. The experience of recent years has shown that voluntary commitments from the companies are often not sufficient to effectively combat systemic risks.
