The rotating EU Council presidency, held by Cyprus, presented a draft for the European Union's next long-term budget covering 2028 to 2034, proposing cuts of roughly two percent across most spending areas and drawing sharp criticism from major net contributors.

According to the draft, the presidency proposes a "moderate overall reduction" of just under two percent compared to the European Commission's proposal, amounting to approximately 32.8 billion euros. The Commission's original framework, presented in the previous summer under the leadership of Ursula von der Leyen, had totalled around 1.76 trillion euros at 2025 prices. The new figure is only marginally lower, and the cuts are spread relatively evenly across policy areas rather than concentrated in politically sensitive programmes.
