EU Holds Off on Russia Envoy as Sanctions Push Intensifies

The decision comes as the EU Commission and the European External Action Service plan to present a proposal for the 21st package of Russia sanctions in confidential talks with member state representatives on Thursday. The package is expected to target the financial sector and suppliers to the arms industry.

Sanctions and Strategic Patience

Russian President Vladimir Putin is not currently expected to be willing to negotiate. Russia continues its attacks on Ukraine relentlessly and recently threatened further heavy attacks on the capital Kyiv.

The recent heavy airstrikes on Kyiv occurred over the weekend after a video call between Ukrainian President Volodymyr Zelenskyy, German Chancellor Friedrich Merz, French President Emmanuel Macron, and British Prime Minister Keir Starmer. According to Zelenskyy, the video call focused on 'how peace diplomacy can be revived and how Europe can play a role in it.'

Zelenskyy has openly advocated for stronger EU engagement in peace efforts. US President Donald Trump's Ukraine peace initiative has so far produced no tangible results and appears to have been deprioritized in Washington due to the Iran conflict.

Diplomats at the meeting in Cyprus said the discussion about a possible Russia envoy is mainly conducted in the media rather than in politics. From a diplomatic perspective, it is not considered a good idea to appoint a chief negotiator now who might not be involved in the US-led talks.

Who Could Lead Talks

The EU has top representatives in Commission President Ursula von der Leyen and Council President António Costa who could lead talks if needed. Their chiefs of staff are also available if participation at the level of security advisers is desired.

Leading European heads of state and government such as French President Macron, German Chancellor Merz, or Italian Prime Minister Giorgia Meloni could hold talks with Putin. Former Chancellor Angela Merkel said at the WDR Europaforum that she personally spoke with Putin after Russia's annexation of Crimea.

Merkel said she never considered sending a mediator in her place, stating that such matters require 'political power.'

Several names had been floated as potential candidates for a Russia envoy role, including former German Chancellor Angela Merkel, Finnish President Alexander Stubb, and former ECB President Mario Draghi. Russian President Putin publicly mentioned former German Chancellor Gerhard Schröder as a possible candidate.

Candidates and Controversy

Both the current German government and EU representatives ruled out the 82-year-old Schröder, a Putin confidant, as a candidate. German Chancellor Friedrich Merz said: 'We Europeans decide for ourselves who speaks for us. No one else.'

Russia recently claimed openness to dialogue with Europeans, but its ongoing military actions contradict that stance. The EU's immediate focus remains on tightening economic pressure through sanctions while keeping diplomatic channels managed by existing leadership.
