The European Union has decided against naming a chief negotiator for potential Ukraine peace talks with Russia, opting instead to first clarify strategic goals and push forward with new sanctions.

EU foreign affairs chief Kaja Kallas and leading member states currently do not consider appointing a special envoy to be sensible, several senior EU officials and diplomats told the German Press Agency (dpa) on the sidelines of an informal foreign ministers' meeting in Limassol, Cyprus.

An EU official said: 'We must agree on what we want to talk about with Russia.' The bloc wants to first discuss strategic questions rather than personnel matters.
