From the union's perspective, the legislature has not initiated any effective protective measures since the incident. The EVG is therefore demanding more far-reaching regulations to better protect employees in rail transport. A spokesperson for DB Regio said they were ready for talks with the EVG, but considered a statutory regulation of strike modalities to be "übertrieben." The Federal Ministry of Transport merely said it took the concerns of employees seriously and was examining possible measures.

The Bundestag will continue to deliberate on the draft in the coming weeks. Observers expect the deliberations to continue in the relevant specialist committees before a recorded vote takes place. Further hearings of unions and employers are also likely.

Reactions from unions, railways and politics

Within the EVG, voices are meanwhile growing that announce a tougher course toward the federal government. ver.di representative Ralf Damde as well as the overall works council of DB Regio signaled solidarity with the EVG's demands. SPD member of the Bundestag Serkan Çalar also sided with the union's position.

Parliamentary State Secretary Steffen Bilger rejected the EVG's accusations. The government had already launched several initiatives to increase safety in rail transport. „Wir lassen die Beschäftigten nicht im Stich," said Bilger, referring to ongoing violence prevention programs.

Outlook: Dispute over strikes ahead of the next bargaining round

At the end of the debate, no majority emerged for the controversial draft law. The coalition factions announced that they would revise the draft in the committees. For the EVG, the question of a possible strike during the ongoing negotiations remains open.

Observers interpret the debate as a signal for a conflict-laden bargaining round in the autumn. If the federal government does not present concrete steps to protect employees, the union expects a sharpening of the dispute – possibly also with new strikes.
