A five-member commission appointed by the Ministry of Justice presented its 180-page investigation report in Vienna on Monday, documenting systemic deficiencies in the Austrian prison system.

Trigger: Death of a prisoner in Hirtenberg

The investigation was prompted by the death of a prisoner at Hirtenberg correctional facility. Justice Minister Anna Sporrer (SPÖ) subsequently commissioned an independent expert commission to analyze the events and identify structural problems in the prison system. On Monday, commission head Wolfgang Gratz presented the final report at the Ministry of Justice.

The report spans 180 pages and contains a total of 78 recommendations. It concludes that there is "erheblichen Reformbedarf" in the prison system, as Gratz stated at the press conference. The treatment of mentally impaired inmates and the so-called forensic-therapeutic centers (FTZ) are particularly affected.
