Friedrich Merz (CDU) and the minister-presidents of Germany's states are coming together on Thursday for consultations on the distribution of financial burdens between the federal government, the states and the municipalities.
At the center of the talks is the principle of so-called "Veranlassungskonnexität" (federal cost responsibility for federally mandated tasks), already anchored in the current coalition agreement: "Whoever orders, pays." The states are pressing for the federal government to fully cover the costs in the future that arise at the states and municipalities through federal laws. Olaf Lies (SPD) said he expects an agreement on how both sides will divide their costs in the future.
