The Federal Council wants to regulate quantitative minimum requirements in the Liquidity Ordinance for systemically important and medium-sized banks regarding secured liquidity access at the Swiss National Bank, and to exempt smaller institutions.

The planned amendment to the Liquidity Ordinance aims to more clearly define the framework for central bank liquidity. Specifically, it concerns quantitative minimum requirements for systemically important and medium-sized banks that access secured liquidity from the National Bank. Smaller banks, which rely on such transactions to a significantly lesser extent, are expressly not to be affected by the new requirements.
