The Economic Affairs Committee of the Council of States published its proposal on Monday regarding how UBS should be regulated in the future following the emergency takeover of Credit Suisse.

The Economic Affairs and Taxation Committee of the Council of States (WAK-S) presented its report on Monday on the future regulation of UBS. The aim is to equip the systemically important major bank with additional rules without overly restricting its international competitiveness. The draft follows a counter-proposal jointly submitted by FDP Council of States member Thierry Burkart and Green Liberal Council of States member Tiana Moser.

At the heart of the proposal is a so-called trigger: Should this be activated, UBS would no longer be permitted to pay dividends to shareholders, carry out share buybacks, or pay interest to holders of Additional Tier 1 bonds (AT1). At the same time, bankers' bonuses are to be reduced. With these instruments, the committee intends to ensure that, in the event of a crisis, owners and creditors bear the losses first before public funds are deployed.
