The Federal Council wants to ensure, through an amendment of the language law, that all primary school children in Switzerland learn a second national language, and has opened a consultation on Friday.

Background: Cantons against early French

In a communiqué, the national government described the status of the national languages in compulsory education as a "question of national significance." Should the cantons not find a constitutionally compliant solution, federal-level requirements would be necessary. The Federal Council has tasked the Federal Department of Home Affairs (FDHA) with drafting the corresponding bill.

The background is the growing number of German-speaking cantons that want to shift French instruction from primary to secondary level. In September 2024, the canton of St. Gallen made a corresponding decision; in the same month, the canton of Zurich also spoke out against early French. In April of this year, the Grand Council of the canton of Thurgau followed suit, and in spring 2025 the cantonal council of Appenzell Ausserrhoden also rejected early French instruction.
