Federal President Steinmeier warns of violence and anti-democratic content in games at Gamescom

In a widely quoted passage, the Federal President said verbatim: „Es braucht klare Regeln, um die Gewaltverherrlichung, die Verbreitung von extremistischen und demokratiefeindlichen Inhalten zu verhindern – auch in Video- und Computerspielen –, und das gerade in einer Zeit, in der auch unsere Demokratie stärker bedroht ist und angefochten wird." In doing so, he formulated an expectation directed at policymakers and the industry's self-regulation, without naming any specific legislative measures.

At the same time, Steinmeier warned about the content of individual titles. Some games expose young people to "Brutalität und roher Gewalt," as well as to "mit Sexismus, Rassismus, mit menschenverachtendem Denken und extremistischen Ideologien." This language ties into the long-running debate over age ratings, youth protection, and the responsibility of major publishers, including corporations such as Blizzard, which are also present at Gamescom.

With his appearance, the Federal President deliberately set a tone at a venue where development studios, publishers, and a mass audience come together. Gamescom is regarded as the industry's most important annual gathering in Germany; in 2026, hundreds of thousands of visitors are once again expected, including many families.

Warning about specific content

Steinmeier also pointed to the particular reach of games. Unlike other media, computer and video games reach young people interactively, which can amplify the impact of depictions. Youth protection, parental education, and provider transparency must therefore work hand in hand.

The industry has long faced the question of how much self-regulation is possible. In Germany, age ratings are administered by the Unterhaltungssoftware Selbstkontrolle (USK). Steinmeier suggested that, in his view, these mechanisms are not in every case sufficient to effectively curb problematic content.

With regard to the weather on opening day, gaming remained the focus: sunshine with a few harmless cloud fields and highs between 27 and 33 degrees were forecast for the day — the thermometer does not get in the way of the debate.

Overall, it remains unclear what concrete steps Steinmeier is calling for. What is clear is that he sees pressure mounting on providers and policymakers to take a clear position. The coming weeks will show whether his words translate into proposals for new rules.
