The German government wants to bind airlines to a mandatory blending quota for sustainable aviation fuel (SAF) and impose fines for violations, according to a draft law from the Federal Ministry of Transport from the end of July.

Background: EU requirements on the SAF quota

The background is an EU regulation that provides for the gradual introduction of sustainable kerosene. The German government is currently implementing these requirements with a national draft law, which is now to go into interministerial coordination. At the same time, the provision of the European regulations is stalling, which is why Germany is planning its own penalty mechanisms.

The draft provides for a mandatory quota for sustainable kerosene that airlines must comply with when refueling. If an airline does not meet the quota, this is to be considered an administrative offense in the future and punishable by a fine. This is intended to ensure that the EU requirements are not just on paper, but are actually implemented.
