Germany's Economy Minister Katherina Reiche has outlined a new financing concept for the country's strategic gas reserve, intended to safeguard supply during exceptional crises, with the reserve slated to hold 24 billion kilowatt hours of gas.

The proposal, presented by Reiche, centers on a dedicated funding mechanism tied to the use of the gas reserve in extraordinary market situations. According to a spokesperson for the Federal Ministry for Economic Affairs and Energy, the reserve should reach a volume of 24 billion kilowatt hours, roughly ten percent of Germany's overall storage capacity, the ministry said in early July.

The reserve is intended to function as a buffer that can be drawn on during acute supply disruptions, rather than as a routine commercial storage facility. Officials have stressed that the instrument is meant for exceptional circumstances, when normal market mechanisms may not be sufficient to maintain deliveries to households and industry.
