Health Reform Summit: Federal Government, States and Social Insurance Announce Restructuring – Criticism from Multiple Directions

Immediately after the summit, Hans Peter Doskozil, governor of Burgenland, expressed significant reservations. In a press release, he reaffirmed his rejection of centralization and emphasized that Burgenland would not agree to hospital closures and service reductions. The reforms remained vague on key points, according to Doskozil, and would raise more questions than they answered.

His criticism in his own words: „Leider bewahrheitet sich die Befürchtung, dass der Reformgipfel in erster Linie eine Inszenierung war." It was also unacceptable that the states were to be limited to implementation. Furthermore, Doskozil warned that without funding from a single source, patients would be pushed back and forth between different areas.

The FPÖ joined the criticism and identified a concept that did not deserve the name reform. The party spoke of baby steps that would not be sufficient for the necessary changes. An FPÖ spokesperson said: „Mit diesen Trippelschritten wird das nicht gelingen."

FPÖ and Greens: Skepticism About the Results

The Greens also expressed skepticism. They saw mostly headlines in the announcements rather than concrete measures. The lack of binding commitment in the planned steps was also criticized.

From the side of labor representation, the ÖGB also reacted cautiously. Andreas Huss, chairman of the GPA trade union, described the planned reform steps in healthcare as „höchst an der Zeit", but called for binding regulations for healthcare workers. At the same time, he supported the general thrust of the reform.

The Medical Association expressed approval. Christoph Neumayer, vice president of the Austrian Medical Association, declared: „Nur mit klaren Zuständigkeiten und bundesweit einheitlichen Versorgungspfaden lassen sich Effizienz, Versorgungsqualität und Finanzierbarkeit nachhaltig verbessern." He thereby underscored the necessity of nationwide coordination.

Approval from Business and the Medical Profession

The starting point for the reform is quite serious. The domestic healthcare system is „eines der teuersten in Europa und die Kosten steigen ständig weiter", as Schultz, Secretary General of the Economic Chamber, noted. Schultz also welcomed the planned expansion of the health hotline 1450 as a sensible first step.

Leonore Gewessler, who participated in the summit as a representative of the federal government, rejected the criticism of the results. The bundling of competences was urgently needed, she emphasized. The reforms could only succeed if all levels pulled together.

Overall, it is evident that the announced reform steps are welcomed by parts of the business community and the medical profession, but risk failing on the question of financing and competences between the federal government and the states. An agreement in the coming weeks is considered uncertain.

On the sidelines of the summit, it also became known that the federal states reject further interventions in their competences. Burgenland in particular insists on its rejectionist stance, which could complicate the implementation of the reform plans.
