While the mayor did not name a specific state, his warnings echoed concerns voiced by atomic bomb survivors, known as hibakusha, who have for decades pressed successive Japanese governments to back disarmament.

The ceremony itself followed the established pattern of recent decades: a moment of silence at 8:15 a.m., the ringing of a peace bell, the release of doves, and the reading of the peace declaration. Survivors, many now in their eighties and nineties, attended alongside bereaved families, foreign diplomats and members of the public.

Attention this year also turned to the diminishing number of recognized survivors. With the average age of hibakusha continuing to rise, groups that support them have called for sustained medical and welfare assistance and for younger Japanese to carry the memory forward once first-hand testimony is no longer available.

Hiroshima as a platform for disarmament

The city of Hiroshima has long framed its annual commemoration as both remembrance and political appeal. Officials have used the platform to press for progress toward a world without nuclear weapons, an objective formally backed by Japan's postwar security policy and incorporated into successive government statements on disarmament.

Matsui closed his declaration by appealing to governments and citizens to choose dialogue over confrontation, and to reject the idea that nuclear weapons can ever serve as a guarantee of peace. The address concluded with a renewed call for younger generations to take up the cause of nuclear abolition as survivors age and pass away.
