Washington, November 3, 2026

The US midterm elections on November 3, 2026, could change the scope of Congress's action in foreign policy, particularly with regard to the war against Iran and planned military spending.

At the center of the election is the question of which party will control Congress in the future. For foreign policy, this is primarily relevant with regard to the war against Iran: The legislature must decide on funding for military and support measures. Depending on the outcome, the balance of political power in the House of Representatives and the Senate will change.

Michael O'Hanlon, director of foreign policy studies at the Brookings Institution, doubts that Congress has great power on the issue of Iran. Nevertheless, he sees a potential way to prevent a severe escalation: "[Congress] could perhaps prevent a severe escalation by refusing to provide funding for it." His focus is therefore primarily on the legislature's funding decisions.
