In Austria, only about one in two integration exams at the A2 and B1 levels is now being passed, according to a parliamentary response that was published on Thursday in Vienna.

Declining success rates

The success rate for A2 exams fell from 53 percent in 2023 to 48 percent in 2025. For B1 attempts, the rate was still 55 percent in 2023 and dropped to 49 percent by 2025. This means that nearly half of all candidates fail the respective exam.

At the same time, the average number of attempts per person has risen. At the A2 level, the average was 1.28 attempts per person in 2023, rising to 1.43 by 2025. For B1, the figure increased from 1.24 to 1.48. Those who fail, in other words, try again more often.
